So, I have discovered that this is not new behavior, but it seems like it should not have been like this.

Edge guides do not show unless "Snap to Guides" is turned on, even when "Show Edge Guides" is selected in the Settings tab of the Block inspector.

I think that bug has been in stacks for about 9 years.
