[extractor/viu] Add ViuOTTNew extractor

Description of your pull request and other information

This PR add site support for another type of ViuOTT that have been reported in #1757 . This extractor works in Indonesia, but i didn't test this extractor outside Indonesia. This PR only support extraction for single video without support for login. The checkbox in code license section is both checked on purpose as some part of this code is copied from @MinePlayersPE code (with minimal adjustment) (ref: #1757 (comment))
