Currently elections back off only based on the term difference.
With pre-elections a partitioned node will always have the term difference
of 1, so exponential backoff is practically disabled.

Summary:
Currently elections back off only based on the term difference.
With pre-elections a partitioned node will always have the term difference
of 1, so exponential backoff is practically disabled.

Adding back exponential back off during pre elections similar to what's
done in Kudu.
