Summary:
This diff enables the possibility of using the YSQL Connection Manager feature as an alternative with respect to the existing `yb-pgsql` java test framework. By setting the environment variable `YB_ENABLE_YSQL_CONN_MGR_IN_TESTS` to "true", the test framework will be run using the Connection Manager as the target contact endpoint(s).

Jira: DB-5846

Test Plan: No tests for this diff. Detective reports are being utilised from earlier diffs where this environment variable's value is hardcoded to fix any existing issues. As of such, the changes in this diff change no functionality as-is.
