Add a contributor guide and tools that make the development experience better and more consistent.

Contributors should know:

what testing is used and how to run tests.
what formatters are used and how to install them for style checking and in VS Code.
what linters are used and how to install them for listing and in VS Code.
what behavior is consistent with the goals of WCP.
