Closes #1

The process of connecting to lights and serving a basic page and api was combined into a simple flask app.

Making sure the app starts on startup is not here. It'll be done in #6

A big note here. I don't have a ton of confidence in the process of setting up the lifx lights without an internet connection because of the reliance on the app in the setup process. If the strips need to be reset often, it'll be a big problem without an internet connection
