This commit changes a bunch of things: - Updates the method for toggling Publish/Write modes to use icons within the main pane - Adds a new CSS publish settings mode which shows a readonly version of the Publish Settings - Will allow for adding custom CSS in a future commit - Adds a new Tooltip component to encapsulate logic for using ContextMenu as a tooltip
