Add confirmation dialog on visibility change of an article or in article creation

Infos:

• Used Zammad version: 5.1
• Installation method (source, package, ..): all
• Operating system: all
• Database + version: all
• Elasticsearch version: all
• Browser + version: all

Expected behavior:

• Add the possibility to set a confirmation dialog to prevent unwanted public articles by misclicks.

Actual behavior:

• Currently there is no confirmation dialog displayed when an agent creates a new article and changes the article visibility public by accident or on click on an existing article.

Steps to reproduce the behavior:

• Open ticket
• Make internal article public

Yes I'm sure this is a bug and no feature request or a general question.
