KB: granular permissions misconfiguration is allowed by UI #3997

Infos:

Used Zammad version: develop
Installation method (source, package, ..): any
Operating system: any
Database + version: any
Elasticsearch version: any
Browser + version: any

Expected behavior:

Cannot save invalid KB granular permissions

Actual behavior:

UI allows to save editor-level permissions for role that has reader-only access

Steps to reproduce the behavior:

have a role with KB reader permissions
go into KB, try to enable editor-level permissions

Yes I'm sure this is a bug and no feature request or a general question.
