Add in support for Thorsten's new panel back lighting panel shader

1 - ensure all textures are compatible
2 - add effect to panels
3 - rework lighting so that the flood and panel lighting is separated.

Added in 1.2.3.

The cockpit ALS shadows aren't right - but that's a known issue that needs a core fix (or all the instruments moving to an absolute position)
