ZIP 316: clarify that lengths and typecodes are constrained to be <= MAX_SIZE (0x2000000) #787

Currently ZIP 316 references https://en.bitcoin.it/wiki/Protocol_documentation#Variable_length_integer which does not specify a limit other than that of u64. However, zcashd's implementation of compactSize has always restricted to <= MAX_SIZE.
