Minor release: Add support for combining diacritics, including anchor points and contextual replacement of normal with small caps to make space for diacritics within the restricted line height. Supported above-letter diacritics are acute and grave single and double accents, circumflex and caron, tilde, macron, breve, dot, ring and comma. Below-letter diacritics are comma, cedilla and ogonek. Supported for Latin and Cyrillic alphabets, although there will be diacritic/letter collisions for lower case letters with ascenders. Fix miscoding of Cyrillic es with descender as koppa in OpenTTD Small/SmallCaps.
