@nashif, @aescolar It would be great to have this merged as one of the first commits after the window opens, so people can start populating the release notes and migration guide.

Perhaps creating these new working draft documents for the next release should actually be part of the release checklist?

You mean that release X checklist has an item to create draft for release X+1?, sure. It makes sense for me.
