Skip preview on population failure

Describe the bug
When instance population fails the app hangs on the wait screen.

To Reproduce
Steps to reproduce the behavior:

1. Go to start.dev.zesty.io
2. Go through on boarding flow
3. If instance population request fails. Can be triggered by requesting an incorrect manager url. e.g. https://xmft9r4k.manager.dev.zesty.io/
4. See error, the app hangs on wait screen

Expected behavior
If for any reason the instance manager request fails the start app should show an error stating "Oh no! Something went wrong. Don't worry it's not your fault. We are going to send to an alternate way to create an instance." Link to https://accounts.zesty.io/instances/create
