RRFS updates (NOAA-EMC#938)

* Initial commit to rename RRFS fix files, update EBB to be vertically integrated from 3D ebu_smoke, and switch to use 1-h average HWP.

* Getting rid of vertically integrated hydrometeor fields.

* Updating postxconfig-NT-rrfs.txt
