Logic

Any flagged content that does not belong to the category "personal data" will be moderated by the community.

Choose an element from the stack of moderation and assign randomly 4/5 users of the same organization to moderate the content. Send that account a notification.

Do all elements of the stack are given to external moderators?

Give us admin another queue of content that was already moderated using this process. Admin will have a chance to verify the randomly chosen moderators do respect the guidelines.

Moderators will need to be explained the guidelines.

If they moderate accordingly, they received points, that have no use outside of a psychological reward for now.

We can automatically notify users that have a lot of points if they want to become admin.

Maybe we can also experiment with the stack of "which content to curate? which content should we show first?"
