this PR splits up the training jobs to allow for 'from scratch' and 'finetuning' (transfer learning) training options.
The API will schedule finetuning by default but we have the option of adding the training from scratch system back in should we need it. Long term there is no harm in leaving this code available as an example on how to do this.
