Message editing: minimise the message edit box after 60 mins

Steps for Reproducing issue:
-write a message to anyone, after 60 mins when the message can't be edited[ according to our organization's policy], open the edit box, now even if we can't edit the message inside the box it still opens that big.

Expected behavior after fix: Once the time for editing the message box has ended we probably just want a special alert notice (and to adjust the buttons) in this case.

@sahil839 you need to discuss and get confirmation on the exact details for how the alert message should look like in #design section, while the basic idea was that instead of showing the message that cannot be edited , show an alert message in it's place and adjust the buttons accordingly. refer to this https://chat.zulip.org/#narrow/stream/9-issues/subject/message.20edit.20window.20doesn't.20autoclose
