Feature Request: Pinned message

Similar to other chat tools like Slack or Discord, it'd greatly improve workflow for a lot of teams to be able to pin messages within a topic or stream.

@kenokenobingo Our current priority in this space is to implement pinned topics (#19483). Would this address your use case? If not, could you say more about how you would use pinned messages?

@alya Thank you, this sounds great! A small idea: Maybe it'd be great to have another UI element to show the pinned elements, as it's done in Discord.
