Add participant filter for compliance exports

Following up on #23604, we should add a --participant option to the compliance export tool. This would allow messages to be exported if they were received by a specified user.

The documentation at https://zulip.readthedocs.io/en/latest/production/export-and-import.html#compliance-exports should be updated to describe the new filter.
