VID MVA headers in plugin directory - 76X version

Loading the plugin in the .cc file and moving the .h file to the plugin directory. Similar PR will be done for 80X and 81X

Small technical fix for VID MVA headers. There should be no change in monitored quantities.

The code changes are satisfactory, and Jenkins tests against baseline CMSSW_7_6_X_2016-04-03-1100 show no significant differences, as expected.

This pull request is fully signed and it will be integrated in one of the next CMSSW_7_6_X IBs (tests are also fine). This pull request requires discussion in the ORP meeting before it's merged. @slava77, @davidlange6, @Degano, @smuzaffar
