  1. Migrate clients to DQMEDHarvester + efficiency plots. 

    Includes:
- new classes to handle efficiencies in plugins/Histograms.h
- migration of the existing clients to DQMEDHarvester
- moving the computation of efficiency plots into clients
- extension of the DTRecHitClients_cfi configuration
