NanoAOD electron configuration fix for cutBased_Fall17_V1 selection (2016)

Fix configuration of electrons for the addition of cutBased_Fall17_V1 selection in 2016 data, as suggested by @slava77 . After the merge of #23477 wf 1329.1 and 136.7722 crashes as reported in #23641 . This fix avoids problem with the definition of cutBased_Fall17_V1 in the 2016 Era, tested to work.
