Make two function-static variables const #40179

PR description:

This PR makes two function-static variables const to silence static analyzer warnings (that caught my eye in the tests of another PR). In one of them I also simplified the static variable to be std::array instead of std::vector.

Apparently it can be made to constexpr, but the tests report unit test failures so maybe better to wait those first,

Done. I want to note that I was tempted to use the initializer list to initialize the array, but I valued more the consistency of taking the indices of elements from the enum.

This pull request is fully signed and it will be integrated in one of the next master IBs (tests are also fine). This pull request will now be reviewed by the release team before it's merged. @perrotta, @dpiparo, @rappoccio (and backports should be raised in the release meeting by the corresponding L2)
