adding new per lumi plots to Jetmet DQM

PR description:

To be able to check possible problematic LSs we added some new per lumi plots to jetmet dqm.

with the help of this PR we should be able to use perlumi tool for added histiograms.

PR validation:

tested with runTheMatrix.py -l limited -i all --ibeos and there is no fail.
code quality checks are done
