This PR removes duplicates of

<use name="HeterogeneousCore/CUDAUtilities"/>

from PhysicsTools/TensorFlow/test/BuildFile.xml, as requested by scram.

***WARNING: Multiple usage of "HeterogeneousCore/CUDAUtilities". Please cleanup "use" in "export" section of "src/PhysicsTools/TensorFlow/test/BuildFile.xml"
