When removing the plots for all z, please remove also the MonitorElement
declaration and definition

PR description:
This PR aims at updating Btl local reco validation, adding monitor elements for cluster local Y resolution used to test the scenario D95 for the release CMSSW_13_0_0_pre4. Checks are separately done for global Z < 0 and Z > 0.
PR validation:
Code compiles, runs, and it has been used for the validation of the aforementioned campaign.
