Boosted jet cleaning

New plugin that was designed to do a lepton-jet cleaning algorithm that is very important for boosted topologies where the lepton can potentially merge into the jet. If the cleaning is not updated many important events would be thrown away due to the current inefficient jet cleaning.

Presumably this is needed in 71X, for HLT development, as well, so you
need to make a (backport) PR for 71X.

Yes: PRs are made for CMSSW release series, so 71X and 72X etc.
You just make a PR for 71X which will eventually be integrated in
the next 71X release, and then we parse that release it into ConfDB.
