  1. DataFormats/HGCDigi: remove HGCEEDetId and HGCHEDetId 

    `HGCEEDetId` and `HGCHEDetId` are provided by different dictionary and
ROOT will load those based on rootmap files. These classes are part of
DataFormats/ForwardDetId dictionary.

Fixes 7 failing unit tests.
