TCP/IP Server for I/Q data delivered by sdrplay RSP devices : RSP1 (untested), RSP1A, RSP2, RSPduo (single tuner)

- QIRX from its Version 3.2.1 now uses RSP3_tcp, interfacing to the V3.09 of sdrplay's API.
- RSP2_tcp will not be further developed.
