Description of the Change
I pulled the initial commit here directly from https://github.com/wpengine/phpcompat/blob/bad35e118fd9b4c8915f438ecb695da6ba954a1d/readme.txt. From there changes are to update the readme.txt and plugin file headers to match the WP.org standards, added the 1.6.0 changelog in readme.txt, and refreshed the copy in readme.txt to match that results no longer are scanned on the WP host server but rather fetched via Tide.
