Is there any reason why the package-lock.json is not being tracked in this repo?

yeah, since this is just a scaffolding there was no reason for the lock file to be in the initial repo, but you'll notice it isn't in the .gitignore, so once you run npm install on real project it'll be checked in. cc @daveross
