Similar to #152, this task includes being able to download presented data as a formatted CSV.

Note: when we implemented this change to the API - display elements such as race/ethnicity, even if they have 0 reported, https://waffle.io/18F/crime-data-explorer/cards/58efd2c4f1da5a001ade0ec0

it affected our implementation of the national/state/agency tables. we now need to account for the extra "null" records. see example below:
