Bug: Add/Move empty modules on DNN 9.x needs Refresh to show button

Current behavior
When adding a module to a new page, or moving an un-initialized module on screen, the large button to select app/view isn't visible. Reason is DNN ajax.

Minimal reproduction of the problem with instructions
add empty modul, drag to other pane.
