SQL error on deleting an app with no content

Current behavior
When attempting to delete an app, I get:

Had an error talking to the server (status 400).
Message: Bad Request
Detail: Internal error: An expression services limit has been reached. Please look for potentially complex expressions in your query, and try to simplify them.

This app as no entities, views or files left.

Expected behavior
App gets deleted.

1. Azure or normal IIS
2. What SQL
3. Does it happen on all apps on this sytem, or just "special" ones? if only "special" - could you export such an app for us?

I can't reproduce this issue on windows 11, SQL 2019 dev, iis 11, vanilla DNN 9.9.0 with 2sxc 11.22.00 and 2sxcApp_ScopingUlcers_0.0.11.zip.
Also can't reproduce it on DNN 7.4.2 (or DNN 9.10.2) with 2sxc v13 (current development code).
