Bug: Custom Api Controllers relying on AppCode get stale when AppCode changes

Current Behavior / Expected Behavior

If an API controller is stored in /api/ and uses / inherits AppCode, it should re-compile when AppCode changes.

This currently doesn't seem to happen.
