Extend documentation for administrative interface

For users to understand how easy it is to configure many things in the SOS, and to give support it would be great to have a more extensive documentation of the admin backend. I started a page in the wiki for a specific question about the procedure editor:

Maybe at some point this can be completed within the SOS development projects.

@nuest I think there is a mistake in your explanations. You stated that inserting requires transactional operations to be allowed. The missing point is, that the change of an existing description is using the UpdateSensorDescription and this is transactional, too. You may add a paragraph at the beginning which states which transactional operations are required for which feature of the editor.
