Bug: many game functions that don't explicitly specify InvariantCulture are breaking with other cultures

Repro steps:

Change the CultureInfo in the PR to sv-SE

/grantxp 1000
1 000 experience granted.
/tele 74.3S, 21.9E
North/South coordinate is not a valid number.


          setting default CultureInfo en-US
