Automatic1111 does not start: AttributeError: module 'cv2' has no attribute 'INTER_AREA'

Hello! When i started up A1111 today, it threw me this error which i have issues with deciphering.

troubleshooting:

• Tried to remove all recently added models
• Tried to remove recently added scripts
• Tried to rename the "AppData\Local\Programs\Python\Python310\Lib\venv" Folder to reinstall.
• Tried to delete "AppData\Local\Programs\Python\Python310\Lib\venv" folder, it does not seem like A1111 tries to re-create it.
• Tried "python -m pip cache purge"
• Tried to run SD using the Webui-user.bat and it downloaded and installed a bunch of things, then it worked. Still cannot run from the "run.bat"

My issue was solved by running SD using:
\sd.webui\webui\webui-user.bat
Instead of
\sd.webui\Run.bat

Not sure if there's a difference
