prevent sd.15 downlaod when
model.ckptexists--no-download-sd-modelis used--testI consider this a urgent fix becaues
there might be substantial amount of people uses
model.ckptor specify the ckpt directlyif any of these users run web-ui now with an empty
--ckpt-dir, a not needed sd1.5 will be automatically download
