Presumably a typo, constexpr where IMATH_HOSTDEVICE should appear. Also, this was never caught because this file is not included by any other source files or by any tests. Signed-off-by: Cary Phillips <cary@ilm.com>

ImathHalfLimits.h was not included in any test or any other source file, so this typo hadn't gotten noticed.
