Python version of ImageBuf that takes an open ImageOutput #2640

This is the key to writing a multi-subimage file from ImageBufs.
We previously could do that from C++, but not from Python.

Add a test to testsuite/python-imagebuf. Also rearrange the python in
that test a bit to cleave off a couple pieces into separate functions.
