Problem
plugin module lookup method (from #1040) does not handling archived lib, hence #1108.
Was firstly reported by @instinct-vfx in slack chat but didn't aware the root cause
Fix
Now the scanning method will also try look into the archived packages for the existence of
*/rezplugins/__init__.pycand opt-in as extension plugin if found.
