Dialog for importing of settings can be opened multiply #3106

If you try to call importDialog multiple times (rapidly) it will double and triple the dialogue window.

Steps to reproduce:

Open AdGuard - Settings - Extensions - Add new extension.

After all, we decided to keep it as now because of dialog drawn by the Android OS and sometimes the system not so fast.
