I don't know if posting someone else's project link here is allowed or not, but I have the same issue with "MPC -BE v1.6.3.0" and you can find the details in the link below.
Here

It's already fixed with "Latest development build: 1.9.22.29 (August 10th, 2022)" so this could help.

I didn't see any difference. Your example is displayed in MPC-HC in the same way as in MPC-BE.

Both MPC-HC v1.9.22 & MPC -BE v1.6.3.0 are showing incorrect font style (default font)

Your example is bad because there is no unambiguous what to do with it:

  1. I can't open subtitles in the player. Okay, I'll add a random video to the folder and rename it.
  2. Subtitles are connected, but what to do with fonts. I will not install in the system. Okay, I'll create a "fonts" folder and copy it there.
  3. I watch the video and don’t understand at what time I should look for that incomprehensible and unusual text for me. Maybe my video is not long enough?
  4. Probably I need to study the subtitle file. It’s difficult and I don’t need it anymore, I’m already tired today. I'll check it out next week or sometime. Or someone else will look, to whom it is more important.

The time you are looking for is 00:01:28 = 1min & 28sec 00:03:03 = 3min & 03sec

OK. I reset MPC-HC 1.9.22.29 (4a321a1e2) because I had some problems with non-existent subtitles (I checked the timing).
I used the command Navigate > Go to.
01:27.000 - there are subtitles (displayed as MPC-BE)
01:28.000 - no subtitles
01:29.000 - there are subtitles (displayed as MPC-BE)

I also tried XySubFilter with libass but didn't see any difference.
So far I have no idea about this situation.

Yes, it's showing the correct one now, but I found out that I still can't do a sub delay while the video is paused as I said here
