What is the new behavior?

• switch bundle testing project from Angular 8 to Angular 15
• upgrade webpack test suite to Webpack 5
• migrate GHA to .nvm fle
• gha: auto-cancel previous workflows
• use Node 18
• use better webpack size validation (with Node 18 support)
