Fully migrate CI + Apk uploads to Github Actions
Github Actions will always produce
Frost-releaseTest.apk. Unfortunately, this will be zipped in the actions artifact output, because of actions/upload-artifact#3 (Github UI). Artifacts are also hard to view on mobile, so I'll be maintaining support for the old apk test build repo. This may be removed once artifacts are more accessible.
