Add build

Need to:

• Add a build. This can be more-or-less copied from here: https://github.com/Polly-Contrib/Polly.Contrib.BlankTemplate/

  • with just a change to the project name
  • taking in the fix Fix breaking build by removing deprecated addin Polly-Contrib/Polly.Contrib.BlankTemplate#8

• Flesh out Polly.Caching.Serialization.System.Text.Json.csproj to contain all the metadata needed for the generated nuget package (Polly.csproj in the master Polly repo is a good example of which fields are needed)

We now have a build process in AppVeyor. The next step is to add the assets to build the NuGet package artifacts, then link up to nuget.org to publish the packages. I will work on these items next.

Now that this has been released, any ETA on when this will get to nuget.org?
