yeah that's a good idea! the bug is that UserReplicaSetManagerClient.init doesn't take any args. so not user if we can just remove selectNewEndpointOnRetry, or build that into the init

Refactors AudiusContracts to typescript
Tests
Test pass as before
How will this change be monitored? Are there sufficient logs?
The code has the same logging capability as before, so issue should arise through the same process. Additionally, typescript issues fail fast so we should be able to catch them on folks machines quickly.
