Both of these things are out of the scope of this PR.
The point of this PR is to prevent the abuse of gameplay mechanics.

Also, there is no good way to change the coffein value for just two species without doing a overhaul of how that value is applied.
And I have no interest in further fixing your PR.

@ParadoxSpace Nope, even humans abuse it much of the same. The difference in speed between the species due to the caffeine is barely noticeable.

Making the caffeine variable depend on the species should be doable via modifying the ingestion effect and making it not call parent before certain modifications.
